The panel comprised four lawyers at the very top of the profession: Baroness Helena Kennedy QC, leading barrister and human rights expert; Margaret Cole, former managing director of the UK Financial Services Authority’s Conduct Business Unit; Elizabeth Barrett, Slaughter and May partner and former head of litigation; and Katie Ghose, chief executive of the Electoral Reform Society and former director of the British Institute of Human Rights.
