Fact-finding mission, 2009

In August 2009, the IBAHRI, in collaboration with the International Legal Assistance Consortium (ILAC), released a report entitled Rebuilding courts and trust: An assessment of the needs of the justice system in the Democratic Republic of Congo (DRC).  This followed an earlier visit to the country, in which a high level delegation aimed to undertake a thorough examination of the failing justice system and to make recommendations for future activities and funding.

The IBAHRI and ILAC found ongoing conflicts, serious violations of human rights, violence against women and international crimes have added to the challenges of a justice system that is already struggling to meet the basic demands of the population. Further, the report states that the judicial system in the DRC continues to suffer from underinvestment, corruption, and a severe lack of resources and infrastructure. The report includes recommendations to the Government of the DRC at both central and regional levels; the most notable of which is for the Government to increase funding of the judicial system and fight corruption within the judiciary.
