The IBAHRI has conducted a range of activities in Iraq since 2004. This has consisted of human rights, humanitarian law and Iraqi higher tribunal training, as well as work towards a universal legal framework against terrorism and the development of the Iraqi bar website. Human Rights Training
The IBAHRI, with funding from the UK Department for International Development (DFID), ran training programmes for Iraqi lawyers, judges and prosecutors in international human rights law. The trainings were based on the UN/IBA on Manual Human Rights in the Administration of Justice and constituted the longest running human rights programme for Iraqi jurists. More….
Humanitarian Law Training
From July 2004 to October 2007, the IBAHRI carried out legal training in the field of international humanitarian law, which was funded by the Swedish Ministry of Foreign Affairs. The training was attended by judges and prosecutors who may, in due course, be involved in the conduct of trials of people charged with crimes against humanity, war crimes and genocide under international criminal law in Iraq’s criminal courts. The programme covers a variety of topics including the sources of international criminal law, international criminal law in Iraq, crimes against humanity, genocide, crimes of aggression, war crimes and criminal responsibility and immunity.
Iraqi Higher Tribunal Training
In February, March and August 2005, a high-ranking judges and prosecutors from the Iraqi Higher Tribunal (IHT) received training from the HRI in international criminal law and war crimes, crimes against humanity and genocide. More…
Universal Legal Framework against Terrorism
The IBA worked with the United Nations Office of Drugs and Crime (UNODC), via the International Legal Assistance Consortium (ILAC), to organise training workshops on the Universal Legal Framework against Terrorism and its application. In October 2007, a five day training programme was attended by 38 participants from all regions of Iraq, and in December 2006 approximately 30 Iraqi criminal justice officials attended. The purpose of the training was to familiarise the participants in the international frameworks pertaining to the cimres under discussion. It also aimed to provide pratical tools to help in the investigation of such crimes whilst conforming to international standards.
