A Seminar Co-presented by

The Public Law Committee of the International Bar Association and Eurosparks

 Monday 03 December 2007 14:00 - 19:00

Transport for London HQ, 55 Broadway, London SW1

The Eurosparks project is analysing legislation across EU member states relating to mutual recognition of penalties and co-operation in enforcement of penalties together with data transfer. It is part of the ‘Sparks’ programme, and is co-funded by Transport for London and the European Commission’s Civil Justice Framework Programme.

Join the debate on new European legislation to increase foreign registered vehicle compliance with national parking and driving laws.

They believe new legislation is needed to improve compliance with traffic laws, but want to hear views from the private sector and government before making final recommendations to the European Commission in early 2008.

Seminar delegates will discuss the legal experts’ key findings and debate their interim recommendations:

·A new directive under the Common Transport Policy provisions within the EC Treaty
· Extending Council Framework Decision 2005/214/JHA, known as COPEN24, to cover decriminalised civil offences
· Member states forming bilateral or multilateral treaties covering mutual enforcement.

The seminar is open to government representatives, local authorities and transport organisations, legal practitioners within European institutions, national and regional governments, and private practice and academic lawyers with an interest in cross-border judicial co-operation.

Co-chairing the seminar are Liam O’Daly, Office of the Attorney General, Dublin and John Kettle, Mason Hayes + Curran, Dublin . Speakers include:

·Nick Lester, London Councils
·Prof Patrick Birkinshaw, Institute of European Public Law
·David Young, Eversheds
·Michael Dreelan, Irish Department of Transport
.Bill Blakemore, SPARKS Programme & Eurosparks Project

The seminar is being held in The Pick & Holden Rooms, London Underground HQ, 55 Broadway, London SW1 from 1.30-5.30pm and will be followed by a drinks reception.
