Freedom of expression and its limits

Freedom of expression is instrumental in the delivery of human rights, however there is no unitary theory on the legitimate limits to this freedom. How does one balance freedom of speech with the right to privacy and, in an age of terrorism, with the need for protection? These are just some of the issues discussed by Lord Lester as he explores the contest between ethical values and their precise articulation.
