Uganda
As part of the IBA’s International Criminal Court Monitoring and Outreach Programme, the IBA has conducted a number of consultative workshops in partnership with the Ugandan Law Society in Lira and Gulu in Northern Uganda and in the capital city, Kampala. An important component of the IBAHRI’s ICC programme is increasing knowledge of the ICC among the international legal community and in key countries. As the first outreach initiative in Uganda, the IBA workshops bring together lawyers, members of civil society, academics and traditional leaders. The workshops are designed to explore the place of the ICC within the broader landscape of international justice and discuss the impact of the ICC investigations and arrest warrants in Uganda. Consultative workshops organised by the IBA bring pro-bono experts in international criminal justice to the table to apply their experience to the Ugandan context.
In addition, the IBAHRI sent a high-level delegation to Uganda in June to investigate the independence of the legal profession. A report was subsequently released uncovering evidence of tampering with judicial independence by Uganda's Government. The report states that in political cases the government has pressurised judges, defied orders of the court and repeatedly criticised judicial decisions.
