Dramatic 40 % cut in Amazonian State deforestation secures 2012 IBAHRI/Instituto Innovare Award for Daniel César Azeredo Avelino

 
Brazilian prosecutor Daniel César Azeredo Avelino has been presented with the 2012 IBAHRI/Instituto Innovare Special Category prize for ‘Justice and Sustainability’. Awarded jointly by the International Bar Association’s Human Rights Institute (IBAHRI) and the Instituto Innovare, Mr Avelino received the Award for his ambitious ‘Green Municipalities’ project.

Mr Avelino’s innovative project, presented at Rio+20 Earth Summit, aims to stop deforestation in the northern Brazilian state of Pará completely by 2020. The objective is to be reached through a series of incentive agreements between the Federal Public Prosecutor’s Office, state municipalities, banks and rural producers that facilitate access to credit and tax benefits to programmes that reduce deforestation for livestock and stimulate sustainable agriculture practices. Since its inception in 2009, more than 50,000 landholdings and 90 state municipalities have registered with the scheme which has been monitored and enforced by the Federal Public Prosecutor’s Office so effectively that it has resulted in a dramatic 40 per cent reduction of deforestation in the region.

‘We are delighted to award the 2012 IBAHRI/Instituto Innovare prize to Mr Avelino’s ‘Green Municipalities programme’, which is clearly making a significant impact on deforestation in the Amazon,’ said IBAHRI Co-Chair Baroness Helena Kennedy QC. She added, ‘We strongly believe that the legal profession has an obligation to join the fight against environmental damage and climate change and this innovative project is an example to us all.’

The Award was presented to Mr Avelino on 7 November 2012 by Gabriela Knaul, UN Special Rapporteur on the independence of judges and lawyers, during the 9th Annual Instituto Innovare Award ceremony in the Supreme Federal Tribunal in Brasília, Brazil.
