Over-the-top (OTT) operators such as Netflix are revolutionising the communication markets. The session examines OTTs from a competition and communications regulatory perspective. Should OTTs be regulated? How will regulation, or differences in regulation, affect competition between OTTs and traditional providers and network operators? How will regulators apply principles of net neutrality when OTTs increasingly dominate internet traffic flows? Which authorities are best placed to
supervise OTT developments?
