Welcome to the Section of Energy, Environment, Natural Resources and Infrastructure Law of the International Bar Association!

As the Section Chair, I hope that you find the information contained on our website and on those of our constituent committees to be helpful to you and your practice.

We are the International Bar Association home for all energy, environment, natural resources and infrastructure lawyers. Our members include private practitioners, public interest lawyers, in-house counsel, academics and government lawyers. Whether your practice is “pure” environmental law, mining law, energy law, or construction law, or any combination thereof or whether you are on the project development and financing side of the practice, you will find us a welcome home.

The Section is composed at present of six subject matter committees: Environment, Health and Safety Law; International Construction Projects; Mining Law; Oil and Gas Law; Power Law; and Water Law.

These committees publish newsletters to keep members informed of significant developments within their subject matter discipline. They may also hold their own specialty conferences. You will find us actively participating in all IBA annual meeting program activities, putting on cutting edge programs designed to inform and educate our members. We also hold a bi-annual conference just for our members. The Section is proud to have an official Academic Advisory Group, which publishes a substantial book every two years on topics of interest to our members. We also publish the highly regarded Journal of Energy and Natural Resources Law on a quarterly basis.

Because of our members’ expertise, we have been asked by various international organizations to provide comments or insight on various policies within our area of expertise. For example, we have provided comments to the European Union and to the International Monetary Fund. The Section was an active participant in the IBA’s Task Force on Climate Change, Justice and Human Rights and as a result of that has assisted in the creation of a Climate Change Exchange Network in conjunction with the University of Dundee.

Each year the Section for Energy, Environment and Natural Resources and Infrastructure Law offers two scholarship awards:

  • Scholarship for Energy and Natural Resources Law Studies:

SEERIL awards an amount of up to 18,000 to pursue post-graduate studies that may involve master,  PhD or post-doctoral research topics in the energy and natural resources field. This scholarship is open to all qualifying  academic institutions and their students free of charge. A ‘qualifying academic institution’ is one where at least one member or adjunct member of the faculty is a member of the IBA and a SEERIL committee.  The Scholarship is normally open for submission of applications between February and March each year and it is generally awarded during the months of June/July.  For further details on applicant qualifications and application submissions please see the following:

  • IBA Annual Conference Scholarship:

The Section on Energy, Environment, Natural Resources and Infrastructure Law is pleased to participate in the IBA Annual Conference Scholarship Programme.  This programme provides scholarships which are awarded to young lawyers who wish to participate at the Annual Conference, but may find it financially difficult to do so.

The Annual Conference Scholarship includes  waived registration fee to attend the Annual Conference, as well as a contribution towards travel/accommodation expenses and is open to those who meet the 'Young Lawyer' eligibility criteria.  The Annual Conference Scholarship Programme generally opens for application submissions between late February and early March each year.  For further information and application details, please CLICK HERE



3rd Annual IBA Investing in Africa Conference

22–23 June 2017
Marriott, Paris, France

The 2017 Investing in Africa Conference will provide delegates with an unparalleled opportunity to learn about the rapidly changing economic, regulatory, and legal landscape surrounding investments in the growing markets of sub-Saharan Africa. Panels will focus on the latest developments in the mining, oil and gas, power, and banking sectors and provide insights on what investors, governments and lawyers may expect from these sectors in the next five years. 6th IEL/SEERIL International Oil and Gas Law Conference

21 – 23 June 2017

The IEL first collaborated with the Oil and Gas Law Committee of the International Bar Association’s Section on Energy, Environment, Natural Resources and Infrastructure Law (SEERIL) in 2008, to present a two-day conference on international oil and gas law in London.

Published quarterly, the Journal of Energy & Natural Resources Law is the journal of the SEERIL. Editor Don C Smith and the Editorial Advisory Board, comprised of members of the Academic Advisory Board (AAG) of SEERIL, bring toegther unsurpassed expertise in all areas of energy and natural resources law.


Protocol documents

Since 2010, SEERIL's Biennial Conferences have produced a Protocol which have outlined the findings of the conference, and which set the agenda for SEERIL for the years to come. These documents are produced by rapporteurs from all the conference sessions and are discussed in depth on the final day.
