The Japanese Federation of Bar Associations maintains the roll of individual attorneys admitted to practice and their places of work but attorneys and law firms must also register with their local bar associations.

The main responsibility for rule-making lies with the JFBA, but each local bar association has the power to admit and register lawyers, establish its own regulations on fees and take disciplinary action against lawyers.
