IBA Global Insight’s senior reporter interviews the leading human rights lawyer and former Executive Director of Transparency International Sri Lanka, Jayasuriya Chrishantha Weliamuna. JCWeliamuna was only ten when he saw dead bodies floating in rivers near his village in the Hambantota District of Sri Lanka. The 1971 Revolt by Marxist group Janatha Vimukthi Peramuna had struck the South, and civilians were caught in the crossfire. Such early experiences propelled him towards a career in the law.

The International Bar Association’s Human Rights Institute (IBAHRI) today announced the appointment of Ambassador (retired) Hans Corell as its new Co-Chair. Prior to this appointment, he was IBAHRI Vice-Chair. A former Judge of Appeals, Chief Legal Adviser to the Ministry of Justice and Under-Secretary-General for the Ministry for Foreign Affairs in Sweden, Mr Corell joins Baroness Helena Kennedy QC, a member of the United Kingdom House of Lords, to lead the IBAHRI Council – the Institute’s ruling body.

The International Bar Association’s Human Rights Institute (IBAHRI) is concerned by the sentencing of Shukrat Kudratov, a high profile human rights lawyer, in Dushanbe, Tajikistan. He was found guilty on charges of fraud and bribery and sentenced to nine years of imprisonment by Dushanbe City Court on 13 January 2015.

Weak and ineffective questioning of witnesses in the UK’s Iraq Inquiry, chaired by Sir John Chilcot, is likely to have contributed to the report’s ongoing delay, leading lawyers specialising in public inquiries have told IBA Global Insight.
The cross-examination process, led by Chilcot and his four-person panel from November 2009 to February 2011, was insufficiently incisive, formal and robust, experts have said. The inquiry was launched in July 2009 and was originally due to report within a year.

Today, Venezuela will appear before the UN Human Rights Committee, which will review its compliance with the International Covenant on Civil and Political Rights. IBAHRI and the other signatories to this public statement are all organisations that have submitted information to the Committee showing that, despite some progress in reforming the law, Venezuela has not fulfilled its obligation to protect civil and political rights and that grave human rights violations continue to be committed.

The IBAHRI is deeply concerned by the renewed allegations oftorture and rape, made by Judge María Lourdes Afiuni at her trial hearing in Caracas on 30th June regarding the treatment she was subjected to whilst in detention in 2010. Judge Afiuni’s declaration came in response to the public denial made by Venezuelan Attorney General Luiza Ortega Díaz, before the UN Human Rights Committee in Geneva the previous day, that she had been the victim of torture.
