IBAHRI / Instituto Innovare Award, 2010 IBAHRI / Instituto Innovare Award, 2010

The IBAHRI was delighted to team up with prestigious Brazilian organisation, Instituto Innovare, to present an inaugural award for improving access to justice for prisoners. The winner was Judge Erivaldo Santos of the National Justice Council (Conselho Nacional de Justica) whose ‘New Start’ Programme beat 34 other applicants from all over the country for the prestigious award.

On 29-30 March 2012 the Sao Paulo's Public Defenders Office launched 5,000 copies of the IBAHRI manual on combating torture in Brazil, for use by public defenders across Brazil.

In 2009, the IBAHRI conducted a fact-finding mission to Brazil, focusing on the Brazilian criminal justice sector, and in particular on access to justice in pre-trial detention. A report subsequent to the mission was released in February 2010.

Combating torture in Brazil, 2011 - on-going Combating torture in Brazil, 2011 - on-going

The IBAHRI has launched a major project in Brazil funded by the UK Foreign and Commonwealth Office. The project comprises the development of a Combating Torture Manual for judges, prosecutors and lawyers in Brazil, the implementation of trainings in six different states and the development of legal education curricula for use by justice institutions.

On Monday 13 October 2014, the IBAHRI launched the English language version of a leading torture prevention manual for legal professionals in Brazil at a high level panel event in London. The event, co-hosted by the IBAHRI, Matrix Chambers and Lex Anglo-Brasil, aimed to bring Brazil’s experiences to a wider international audience and promote global exchange and dialogue in justice reform. In partnership with the Rio de Janeiro State Government Human Rights Secretariat, the International Bar Association’s Human Rights Institute (IBAHRI) will launch a torture prevention toolkit for Brazilian prison monitors. The launch of the toolkit, at the Rio de Janeiro State Court, marks the start of a new IBAHRI partnership.

As Brazilian senators debate the impeachment of President Dilma Rousseff, lawyers have started discussing possible changes to the process. However, this focuses on technical improvements for future cases. The great weight of legal opinion appears to reject claims by Rousseff and her supporters that the current process was flawed through lack of proper opportunity for defence, or that some kind of ‘coup’ was under way.
