Peter Rogan

Peter Rogan is a widely recognised authority in insurance and reinsurance law. Rafael Fernández

Rafael Fernández is Counsel of the Insurance and Reinsurance practice area at Pérez-Llorca. He has over 10 years of experience providing legal advice to entities related to the insurance sector.

Over the last years, Rafael has been involved in some of the most significant corporate transactions in the Spanish insurance sector (including mergers and acquisitions and cross-border portfolio transfers). From a regulatory point of view, he has provided advice on insurance distribution, commencement of activities in Spain, as well as on the representation and assistance of insurance companies in inspection proceedings initiated by the Spanish Directorate-General for Insurance and Pension Funds (DGSFP). In dispute resolution and arbitration, Rafael has represented insurance companies in various civil liability claims, major claims, bancassurance alliance ruptures, coverage dispute resolution and recovery actions.

Rafael has acted as Secretary and Vice-Secretary of the Board of Directors of insurance entities, both in Spain and Luxembourg, providing advice on insurance and corporate governance. Rafael hast also worked at the legal team of the insurance institution of the World Bank, the Multilateral Investment Guarantee Agency (MIGA), where he was involved in the issuance of political risks insurance and guarantees against losses from non-commercial risks, and as Vice President Legal Counsel of Swiss Re Europe at the headquarters in Luxembourg.

Rafael holds a double degree in Law and Business Administration and a Master’s Degree (LL.M.) with honors at Georgetown University Law Center. He is professor of Commercial Law and Corporations at the IE Law School and is a member of several associations related to the insurance sector, including the IBA Insurance Committee and National Representative for Spain at the Young Lawyers’ Committee (IBA YLC), SEAIDA (the Spanish section of the International Insurance Law Association) and the Spanish Association of Young Insurance Professionals (AJPS).

Shannan Fort

Member of McGill and Partners Financial Lines team, heading Cyber and commercial Errors & Omissions placements, product development and innovation in the London market, including proprietary wording/amendatory endorsements, cyber focused training, client/prospect risk analysis. Focuses on a variety of Professional Liability placements including: Miscellaneous Professional Liability, Cyber Liability, Technology Errors & Omissions and Media Liability. She also specializes in placing complex Cyber coverage programs for first-time buyers.

Joined Aon full-time (Early Career Development Program) in July 2006, spending 6 months in Casualty Brokerage, 6 months in Account Management and joined the Professional Risk Solutions (PRS) Team in 2007. After leaving Aon in 2009, taught English in Morioka, Japan until 2010. Rejoined the PRS Team in 2011 in New York and moved to the wholesale Global Broking Centre in London in 2015. Given product development responsibilities in 2017 and appointed Co-Team Leader in 2018.

Joined McGill and Partners to lead the Cyber/Technology efforts in November 2020 (13+ years experience in the Insurance industry, 12+ years in E&O/Cyber).

Shannan’s areas of strength include exposure analysis, customized program development, wording review/amendment, cyber insurance training, brokerage negotiation and placement of Professional Liability and Cyber risks. While she has experience and expertise across all industries, her focus for Cyber Liability for the Healthcare, Education, Public Sector and Financial Institution industries. She has speaks on a variety of Cyber Liability panels and has co-authored multiple whitepapers, including the Federation of European Risk Management Associations 2018 “Preparing for Cyber Insurance” whitepaper.

Dan Rabinowitz

Daniel A. Rabinowitz is partner in the Corporate group and chairs the Insurance Transactional & Regulatory practice at Kramer Levin Naftalis & Frankel LLP in New York. He advises clients in the insurance and reinsurance industry on a comprehensive range of transactional and regulatory matters, including mergers and acquisitions, capital markets, reinsurance, structured insurance products, restructurings, securitization and structured finance, reserve financing, pension de-risking, reorganizations, insurance-linked securities, capital standards, group solvency, insurance company investments, and corporate governance. From 2011 to 2014, he served as chair of the Insurance Law Committee of the New York City Bar Association. He is currently Chair of the Insurance Regulation Subcommittee of the International Bar Association’s Insurance Law Committee.

Gráinne Callanan

Gráinne Callanan leads Matheson’s Cork office and is a partner in the Financial Institutions Group. Gráinne advises a wide range of leading domestic and international financial institutions doing business in and from Ireland including life and non-life (re)insurance companies, captive insurers and intermediaries on corporate transactions, regulatory and compliance and corporate governance. Gráinne has extensive expertise in the areas of new authorisations, portfolio transfers, cross-border mergers, corporate restructurings, distribution arrangements and health insurance. She has advised on a wide range of innovative transactions in the insurance market in recent times and has taken a leading role advising clients on a number of significant acquisitions of closed books of life insurance businesses.

Stuart Carruthers

Professional Activities

Stuart is Co-Chair of the New York State Bar Association’s International Law Section, Insurance and Reinsurance Committee and a member of the Steering Committee of the Northwind Professional Institute Annual Property and Casualty Insurance Forum. He also serves as the volunteer outside advisor to the Regulatory Affairs Committee of the Insurance Bureau of Canada.

He is the founder and editor-in-chief of Butterworths’/LexisNexis’ quarterly legal journal Canadian Insurance Regulation Reporter, the leading Canadian publication in the field.

Conor Donaldson

Conor Donaldson joined the IAIS in July 2012 and currently serves as Head of Implementation, a position he has held since November 2017. In his current role, he supports the Implementation and Assessment Committee and manages IAIS work in the area of assessment, capacity building and supervisory development, financial inclusion and supervisory cooperation. Conor also represents IAIS Members in global forums focused on the implementation of international standards and works closely with the implementation partners, such as the Financial Stability Institute, World Bank, International Monetary Fund, Access to Insurance Initiative, Asian Development Bank, and others to advance capacity building initiatives.

Conor is a member of the Toronto Centre’s Advisory Board on Insurance and Pensions, the Financial Stability Board’s Implementation Monitoring Network, and is a regular speaker and contributor to seminars and training events.

Kiran Soar

Kiran is an experienced insurance and reinsurance lawyer, specialising in complex claims and regulatory/captive related work. Kiran’s practice covers a variety of contentious and non-contentious insurance and reinsurance matters for clients based in the London market, US, Bermuda and Europe, in a number of classes of business.

His primary focus is on property and liability insurance, reinsurance (and run-off claims), and specialty lines including contingency, accident and health and jeweller's block/specie. He also handles a wide variety of subrogation matters.
