IBA Korea Advisory Board

The IBA has formed an Advisory Board to its regional Asia office in Seoul, South Korea. The IBA Korea Advisory Board comprises 15 leaders from South Korea’s Ministry of Justice, law firms, and professional legal associations.

Mr Yong Seok Ahn,
Partner, Lee & Ko

Yong Seok AHN is a partner who is in charge of competition law, M&A and general corporate practices at Lee & Ko. He represented many multinational companies' cases relating to Korean competition laws including price fixing, merger filing, unfair trade practices before Korean Fair Trade Commission. He continues to be very active in the field of M&A and foreign investment in Korea and has represented many multinational corporations in their acquisition of Korean companies. He was admitted to the Korean Bar in 1985 and the New York Bar in 1995. He received an LLB from the College of Law, Seoul National University in 1984 and LLM from the University of Michigan Law School in 1995. He has been working at Lee & Ko since 1989.


Mr Byung-Hwa Lee

General Counsel of 3M Korea Ltd

Mr. Byung-Hwa LEE is General Counsel of 3M Korea Ltd. and the third chairman of the Korea Inhouse Counsel Association (“KICA”), which has a membership of about 1,700 in house counsels who were admitted to Korean bar. He currently serves as the head of Special Committee of Legal Counsels under the Korean Bar Association and an arbitrator of Korean Commercial Arbitration Board. Prior to joining 3M in 2008, he worked as an associate and partner for Kim, Chang & Lee, mainly in charge of competition law, M&A, labor law and general corporate matters. Mr. Lee received his LL.B and LL.M from Seoul National University and an LL.M from Vanderbilt University Law School.


Mr Chunghwan Choi

Chunghwan Choi is a senior partner at Lee & Ko in Seoul, Korea. Mr. Choi specializes in the areas of trans-border transaction, intellectual property, TMT and entertainment business matters. Mr. Choi was recognized as a leading individual in intellectual property practice in Korea by Legal 500 Asia Pacific. Mr. Choi received his LL.B from Seoul National University and LL.M from New York University School of Law and is admitted to practice in Korea and the State of New York, USA. He is currently a Council Member of International Bar Association Legal Practice Division.

Edward Dhong
Senior Regional Counsel
IBM Korea, Inc.

Edward Dhong is Senior Regional Counsel for IBM in Korea and the Chairman of the In House Counsel Forum (oldest in-house counsel organization in Korea). Edward’s prior roles at IBM included overseeing compliance matters in Korea as IBM’s Trust & Compliance Officer and managing IBM’s M&A activities and litigation across Asia Pacific. Prior to IBM, Edward was a corporate and commercial attorney at Coudert Brothers and Baker & McKenzie in San Francisco/Palo Alto, California with extensive transactional experience in corporate, mergers and acquisitions, securities, investment, and other transactional matters.

Mr Kyung-Taek Jung
Senior Partner, Kim & Chang

Kyung Taek Jung is a senior partner of Kim & Chang. He is the chair of the firm's Mergers & Acquisitions and Corporate Practice Group and Antitrust & Competition Practice Group. Mr. Jung practices in a wide range of areas of corporate law with a focus on mergers and acquisitions and antitrust law. He also has extensive experience advising clients in the pharmaceutical, IT, energy and automobile industries. Mr. Jung received his BA in law from Seoul National University (1974) and his LLM from Harvard Law School (1986).


Mr Doo-Sik Kim
Senior Partner, Shin & Kim

Mr. Doo-Sik Kim is a senior partner of Shin & Kim, and is qualified in Korea and New York. Mr. Kim’s main areas of practice include cross-border investments, general corporate transactions, mergers & acquisitions, WTO/GATT & international trade law, and international litigation & arbitration. Mr. Kim has been involved in many significant cross-border investments and major mergers & acquisitions. Mr. Kim has also participated in many governmental negotiations on international trade matters as a legal advisor and member of the Korean government delegation. He also specializes in international litigation and arbitrations. Mr. Kim taught international trade law as an adjunct professor at Dong-Kuk University, Graduate School of International Information. He has also written extensively on topics related to securities and M&A law, international trade law and corporate law.


Mr Joongi Kim

Joongi KIM is Professor of Law and Associate Dean for International Affairs at Yonsei Law School. Following private practice at Foley & Lardner in Washington, D.C., he returned to Korea in 1995 to join academia. A former Scholar-in-Residence at WilmerHale’s International Arbitration Group, he acted as the Founding Executive Director of the Hills Governance Center in Korea and previously served on the KOSDAQ Dispute Mediation Commission. He has served as a presiding arbitrator, sole arbitrator, co-arbitrator, mediator or counsel in institutional and ad hoc proceedings under the rules of the ICC, JAMS, KCAB, LMAA and UNCITRAL and sits on the Panel of Arbitrators of CAA, CIDRA, CRCICA, DIAC, HKIAC, ICSID, JCAA, KCAB, KLRCA, SCIA, SIAC and the Korea-EU Free Trade Agreement.


Mr Kap-You (Kevin) Kim
Partner of Bae Kim & Lee

Kap-You (Kevin) Kim is head of Bae, Kim & Lee LLC’s Arbitration Group. He is serving as Secretary General of the ICCA, a Court Member at the ICC Court, a Board Member of the AAA, a member of the Panel of Arbitrators of ICSID, and an Editorial Board Member of Global Arbitration Review. He is also a Senior Advisor and arbitrator of the Korea Commercial Arbitration Board (KCAB), a President of the Korean Council for International Arbitration (KOCIA), a Vice president of the Korea Arbitrators Association and a Vice Chair of the International Arbitration Committee of ICC Korea. He also served as a Court Member at the LCIA Court from 2007 to 2012 and Vice Chair of the IBA Arbitration Committee from 2008 to 2010. Kevin has acted as lead counsel in many dozens of international arbitrations under various rules including ICC, LCIA, AAA (ICDR), SIAC, HKIAC, LMAA, JCAA, UNCITRAL and KCAB. He also has acted as Chairman or arbitrator in ICC, LCIA, AAA (ICDR), SIAC, HKIAC, JCAA, UNCITRAL and KCAB.


Ms Seungmin Lee

Ms. Seungmin Lee is a senior associate and a member of the International Dispute Resolution Practice Group at Shin & Kim. Ms. Lee has acted as counsel in various international arbitration cases before the ICC, KCAB, SIAC, HKIAC, ICSID and LCIA as well as in ad-hoc arbitrations under the UNCITRAL rules. Ms. Lee also has extensive experience as counsel in cross-border litigations. Ms. Lee is a member of the Korean and Seoul Bar Associations since 2007 and has worked as a counsel at the LCIA in 2010. Ms. Lee was appointed as the National Representative for South Korea for the Young Lawyer’s Committee of the IBA. Ms. Lee, a native Korean speaker, graduated from Seoul National University and is fluent in English.


Mr Henry Shyn

Henry is responsible for all legal matters for GE energy businesses in Korea and is responsible for all power generation service commercial offerings in Australia, Japan, Korea and Taiwan. Prior to joining GE, Henry was in a private practice for over 20 years in Korea and USA. He was a partner at Yoon & Yang, LLC in Seoul, Korea and an associate at Cummins & White in Los Angles, California, USA. He is currently Co-Chair of Asia Pacific Forum, International Bar Association.


Mr Hoil Yoon

Hoil Yoon is Chairman of Yoon & Yang in Seoul, which is one of the largest law firms in Korea, with over 310 attorneys. He leads Yoon & Yang’s antitrust practice, which has been recognized by the Global Competition Review as “Elite” for 2009-2013. His practice concentrates on antitrust, international business transactions, and international litigation and arbitration. He has worked extensively with respect to mergers and acquisitions, cartels, dominance abuse, and unfair trade practices; distribution, pricing, and the intersection of intellectual property and antitrust; antitrust litigation; and international commercial/corporate litigation and arbitration. He has been included in GCR’s Who’s Who of Competition Lawyers. Prior to establishing Yoon & Yang, he practiced law in the U.S. as a partner of Baker & McKenzie from 1979 to 1989. He is currently Chairman of the Asia Competition Association and, since 2002, has been serving as a non-governmental advisor to the International Competition Network. He is a member of the ABA’s Section of Antitrust Law where he was a member of the International Cartel Task Force and of the International Task Force. He served as a member of the Competition Policy Advisory Board of the KFTC, a non-standing commissioner of the KFTC, and a judge of the Seoul District Court.


Mr Sai Ree Yun
Managing Partner of Yulchon

Sai Ree Yun is a founding partner and the managing partner of Yulchon LLC. He practices in antitrust, taxation and corporate. Before joining Yulchon, Mr. Yun was a prosecutor with the Pusan District Prosecutor's Office and an associate with Chicago and New York offices of Baker & McKenzie. He also served as an outside legal advisor to various government agencies such as the Korea Fair Trade Commission (KFTC). Mr. Yun is admitted to practice in three U.S. jurisdictions (New York, Illinois, and Washington, D.C.) as well as Korea. He holds advanced degrees in law from Seoul National University, U.C. Hastings College of Law and Harvard Law School.


Mr. Sang-Yeop KOO
Director of the International Legal Affairs Division, the Ministry of Justice; Senior Prosecutor, Republic of Korea

Sang-Yeop KOO is the Director of the International Legal Affairs Division for the Ministry of Justice, Republic of Korea. He serves as a senior prosecutor of Korea, and is admitted to both Korean and New York bar. He formerly acted as the Deputy Director of the Anti-Trust and Tax Investigation Division of the Seoul Central Prosecutors’ Office, leading extensive range of anti-trust and white collar crime cases. Mr. Koo has been appointed as a visiting professor at Seoul National University from 2013 to 2015. He received his LL.M. from Harvard Law School (2008) and S.J.D. in criminal Law from Seoul National University (2015). He also holds a PH.D. degree in Civil Law from Seoul National University (2012).
