DESCRIPTION:Procedural fairness is a broad term that can mean different t
 hings to different people. This panel will consider the impact which adh
 erence to principles of procedural fairness has on the ability of author
 ities to avoid erroneous decisions and formulate sound competition polic
 ies. Aspects that will be considered include procedural aspects such as:

 	Appropriate sharing of information among agencies and the relevance of 
 consent of the parties\n	Granting access to third-party witness intervie
 ws and cross-examination of witnesses at oral hearings\n	Offering the ab
 ility to make oral presentations\n	Providing detailed Statement of Objec
 tions\n	Offering the ability to adequately comment on all the facts that
  the authority intends to rely on in its decision\n	Assuring the ability
  to be represented by counsel\n\n
