DESCRIPTION:Natural\, humanitarian and industrial disasters are serious t
 hreats to life. Whether earthquakes\, hurricanes\, aircraft crashes\, ep
 idemics or oil spills\, in the case of major disasters\, a quick and eff
 icient recovery of satellite imagery of affected areas is of the essence
 . For example\, under the International Space and Disaster Charter\, spa
 ce agencies and operators of earth observation missions around the world
  are committed to collaborate to provide fast access to satellite data f
 or rescue and relief purposes. In a jurisdiction that has regulation for
  remote sensing or telecom\, even a commercial operator of satellites se
 rvices can be required to make its imagery or communication services pub
 licly available or taken over by governmental organisations (Federal Eme
 rgency Management Agency (FEMA) in the United States\, Emergency Respons
 e Coordination Centre (ERCC) in the European Union and International Cha
 rter on Space and Major Disasters). At the same time\, the use of geospa
 tial data beyond emergency scenarios is also rapidly developing. Locatio
 n and other types of geo-information are being collected\, analysed and 
 used for governmental\, private and commercial purposes\, raising a broa
 d range of legal and ethical issues.\n Conceivable topics include:\n  - 
 earth observation and major disasters: international framework for colla
 boration\;\n  - open data and earth observation: universal access to sat
 ellite data?\n   - collection\, processing\, distribution and utilisatio
 n of geospatial data\;\n  - satellite and information technologies: comm
 ercial imaging satellites\, satellite navigation devices\, mobile phones
 \, web mapping services\, radio frequency identification\, geographic in
 formation systems and so on\;\n - data ownership – legal and ethical iss
 ues\;\n- confidentiality/privacy issues\; and\n- national security\, cri
 minal prosecution and other governmental uses of data – legal issues.
