 our review in Oslo in May 2019 of the status of laws applicable to vesse
 l scrapping\, we continue the dismantling theme in Seoul with a look at 
 the offshore sector. Recycling is the focus in many parts of the world. 
 But\, in many cases\, the legal and regulatory environment has changed s
 ubstantially since the lifecycle case was originally made for the offsho
 re unit. Who will pay the extra costs involved in decommissioning and re
 cycling\, and what are the legal and insurance challenges so posed?
