DESCRIPTION:The legal debate is shifting from the robots to the people an
 d companies behind them\, wondering whether governments or companies sho
 uld control and monitor the functioning of social media and of the web t
 o avoid fake news\, manipulation of opinions and distortions in the use 
 of big data. This session will ask whether governmental regulation or se
 lf-regulation\, together or separately\, can be truly effective in addre
 ssing these issues. It will examine how digital technologies have influe
 nced social behaviours and have been used to distort and weaken the work
 ings of established democracies. The session will also look forward and 
 consider whether technological evolution will bring new concerns\, or wh
 ether it can provide opportunities to address the issues without the nee
 d for governmental intervention.
