DESCRIPTION:Criminal offences are increasingly being included in financia
 l\nregulatory statutes and dozens of new legislations. These include\nin
 itiatives covering privacy\, data protection\, competition law\,\nintell
 ectual property\, food safety\, foreign exchange regulation\,\ntax\, sec
 urities\, insolvency and almost everything else from airports\nto zoos. 
 The incursion of criminal law into regulatory regimes\nunderscores the s
 tate’s inability to achieve compliance with the\nrule of law without sti
 ff penalties.\nThis panel will discuss the above issues from an internat
 ional\nperspective\, exploring inter alia the cross-border application o
 f law\,\nfugitives and multi-jurisdictional enforcement problems not onl
 y\nto trace the offender but also to discourage the commission of an\nof
 fence by non-resident and untethered entities.
