SUMMARY:Geoeconomics and the weaponisation of trade: the merger of intern
 ational trade and geopolitics
DESCRIPTION:This panel will examine the global phenomenon of the delibera
 te use of trade measures—tariffs\, non-tariff barriers\, sanctions\, exp
 ort controls\, and other instruments\, not as neutral regulatory tools b
 ut as instruments of geopolitical power. The US has been at the forefron
 t of this trend\, invoking national security to justify broad tariffs un
 der the International Emergency Economic Powers Act (IEEPA) and several 
 other statutes.\n\nThe U.S. Supreme Court ruling this year in Learning R
 esources v. Trump clarified that IEEPA does not authorise tariffs\, curb
 ing executive overreach. This decision triggered refund obligations\, cr
 eating a nationwide compliance and financial impact for importers\, and 
 flow on wave of new/surrogate trade weapons in replacement. For its part
 \, the US insisted on reincarnating its tariff wall using alternative me
 thods.\nThis has triggered a variety of responses from other countries\,
  ranging from signing bilateral trade deals to engaging in counter-retal
 iation.\n\nThe panel will consider:\n• How do we distinguish legitimate 
 trade regulation from the weaponisation of trade?\;\n• What are the lega
 l boundaries – both domestically and internationally?\;\n• Practical con
 sequences and responses for companies\;\n• International responses\, inc
 luding implications for FTAs and the WTO\;\n• Consequences for the Sino-
 American Trade War\; and\n• Systemic implications for International Trad
 e Law and Policy\n
