DESCRIPTION:Cartels are inherently secretive\, making them difficult for 
 competition authorities to detect\, investigate and successfully prosecu
 te. These challenges are compounded by an increasingly global economy an
 d the digitalisation of markets.\n\nBeyond detection\, successful prosec
 ution of international cartels raises further difficulties including com
 plex legal and economic arguments about whether the cartel’s conduct pro
 duces direct and substantial local effects.\n\nThis panel will consider 
 whether pursuing prosecution of complex international cartels is a meani
 ngful use of authorities’ resources\, or whether such resources are dire
 cted toward local investigations and advocacy initiatives.\n
