Contact tracing apps and human rights – the role of the business sector to prevent a digital rights pandemic

Maria Pia Sacco

Maria Pia is a Senior Legal Advisor with the Legal Policy & Research Unit. She graduated cum laude from L.U.I.S.S. University in Rome and completed a Master in Law and Economics from Bologna University, Hamburg University and the Indira Gandhi Institute of Development Research in Mumbai. Maria Pia is completing a Ph.D. in Law and Economics at the Rotterdam Institute of Law and Economics. Her research analyses, from an interdisciplinary perspective, corporate criminal liability regimes for foreign bribery violations. Before joining the IBA, she has worked as a legal researcher at the Central Bank of Italy and as a consultant on tax fraud issues for the European Commission (DG TAXUD).

As Senior Legal Advisor, Maria Pia is responsible for the IBA legal projects in the area of corporate and professional integrity, including anti-corruption and business and human rights.

Anurag Bana

Anurag Bana is an influencer and thought leader in the emerging area of technology law including disruptive innovation, internet of things, digital assets, and attorney-client privilege and confidentiality issues. He regularly writes, and presents, on issues covering cyber security, blockchain technology, digital identity and social media laws. He is an expert contributor at key fora such as the United Nations Centre for Trade Facilitation and Electronic Business and for the United Nations Commission on International Trade Law.

Markus Muhs

Markus Muhs is a partner at Clifford Chance in Munich and a member of their global Tech Group. His focus is on projects and transactions in the technology and telecommunications sectors. He has formerly worked as a professional software developer and has been a member of a German expert group on smart grids and the digitalization of the energy sector (Bundesverband der Deutschen Industrie – BDI Initiativ – Internet der Energie). Markus led the Clifford Chance team advising the German Federal Ministry of Health on implementing the Corona-Warn-App.

Mark Stephens

Mark Stephens, CBE a partner in the London firm, Howard Kennedy, is the Vice Chair of the IBA HRI and the Council Member for Dispute Resolution. He has worked on designing & introducing accountability mechanisms for Business & human Rights Compliance, supply chain due diligence Etc. and is invariably invited to speak at the UN session on Business & Human Rights in Geneva.

Mark has for the past 8 years also been the Independent Chair of the Global Network Initiative (https://globalnetworkinitiative.org/about-gni/), a multi stakeholder organisation bringing together most major Tech platforms, equipment manufacturers and Telephony companies to enable them to demonstrate compliance with Business & Human Rights Principles. In conjunction with Ethical investors, Academics and NGO's. Where he has been looking at Data Collection, AI and its privacy considerations in both the context of international law and privacy by design.

Dr Theodora A Christou

Dr Theodora A Christou is a barrister called at the Honourable Society of Lincoln’s Inn and an elected member of the Executive of the Bar Human Rights Committee. Theodora lectures Transnational Law and Governance at Queen Mary University London (a mix of commercial law, SDGs and technology) as well as law for engineering and science, and International Human Rights Law at the London School of Economics. She has worked in industry (on regulatory issues, climate change, rule of law, and data protection). Theodora has also works with civil society organisations (petitioning international courts and mechanisms, training (lawyers, judges, officials, journalists, and others), participating in expert consultations, and drafting guidance, opinions and manuals). She has engaged in consultancy projects funded by the World Bank, the EC, the FCO, DFID, and private trusts, working in over 20 countries in the MENA, African, and European regions and globally on over 80 jurisdictions.

Sara Carnegie

Sara is an employed barrister with over 20 years’ experience in the criminal justice and public policy sector. The majority of her career has been spent working for government, most recently as Director of Strategic Policy at the Crown Prosecution Service. Sara has also headed the legal teams on two public inquiries (the Baha Mousa Inquiry and the Detainee Inquiry) and spent several years as a legal and policy advisor to the Senior Presiding Judge and Lord Chief Justice of England and Wales. She has sat in a judicial capacity on the Council of the Inns of Court Disciplinary Tribunal since 2013 and has recently been appointed as a reviewer for the National Child Safeguarding Practice Review Panel.

Mario Guglielmetti

Mario Guglielmetti has been working on data protection for the last ten years, first at the Italian Garante, then at the Data Protection Unit of the European Commission, and currently at the EDPS, first at the Supervision Unit, now at the Policy Unit.

Previous to that, he worked on international taxation (Italian Revenue Agency), competition (Clifford Chance LLP and Italian Antitrust Authority), transport and consumer protection law, and administrative and labour law for public and private bodies.

He holds a law degree (University of Pisa and Scuola S.Anna), a Ph.D. in constitutional and administrative law (University of Trento), the Master in European Legal Studies of the College of Europe, Bruges.
