Bar associations championing climate legal competence: celebrating the launch of the IBA Bar Issues Commission Climate Change Working Group

A leading Australian silk, Dominique Hogan-Doran SC is Chair of the BIC Regulation Committee, Co-Convenor of the BIC Climate Change Working Group and Vice Chair of the SPPI Forum for Barrister and Advocates. A First Class Honours graduate of the Universities of Sydney and Oxford, Dominique is a Fellow of the Australian Academy of Law, the Governance Institute of Australia, and of the Chartered Institute of Arbitrators. She is a past President of Australian Women Lawyers. Dominique was Senior Counsel Assisting the 2020 Royal Commission into National Natural Disaster Arrangements and Senior Counsel Assisting the Commonwealth of Australia in the 2022-23 Royal Commission into the Robodebt Scheme.

She is recognised for her clear advice and expert advocacy in large-scale matters of national significance. She has contributed through extensive public service, chairing numerous government and professional inquiries, investigations and boards bringing independence, fairness and a deep understanding of public administration, corporate governance, regulatory systems, and executive accountability. Her career has been defined by service to justice, integrity in public life, and the advancement of fairness and inclusion leading at the highest levels of the legal profession and across civic institutions, earning deep respect for her compassion and principled leadership. She has taught advocacy across Asia and the Pacific contributing to capacity building and strengthening the rule of law. Fiona is actively engaged in supporting government and institutional transparency and integrity, as former Chair of the Accountability Round Table, Transparency International Australia and Australia's Open Government Partnership Forum. She has been a champion for diversity and inclusion and has received numerous awards, including for her contribution to the advancement of women and human rights issues, in particular, human trafficking. Fiona was appointed an Officer of the Order of Australia in the 2020 Australia Day Honours for ‘distinguished service to the law, and to the legal profession, at the national and international level, and to women lawyers’ . She was the Victorian Bar Pro Bono Trophy for outstanding individual pro bono contribution in 2025.

Gabriel Moberg is the Law Society of England and Wales' Policy Adviser for Climate Change, Planning and Environmental Law. In that role he represents the more than 200,000 solicitors in England on Wales on issues relating to climate change. Gabriel was a Fulbright scholar at the Harvard Kennedy School of Government and holds a Master's in Public Policy from the university. He also holds a Graduate Diploma in Law from City, University of London, and Bachelor of Arts in Politics, Philosophy and Economics from King's College London. Gabriel previously worked in international development, catalysing development of decarbonising infrastructure at the Green Grids Initiative (GGI) and developing best practice policy recommendations on natural resource governance in fragile states at the Global Initiative Against Transnational Organised Crime (GI-TOC).

Usama Malik is a Barrister of the Honourable Society of Lincoln’s Inn. He is currently appointed as the Director, Directorate of Legal Education Pakistan tasked with regulating legal education throughout Pakistan. He holds an LLM from the University of Warwick (UK) and LLB (hons) from the University of London. He has previously worked as an Advisor with the Federal Ministry of Law & Justice.

Zoe Huang is an attorney-at-law at the Environmental Rights Foundation. She serves as a Committee Member on the Human Rights Committee and the Energy Law Committee of the Taipei Bar Association and as Deputy Chairperson of the Environmental Law Committee of the Taiwan Bar Association. As an environmental lawyer, she has been working on issues related to climate change, renewable energy, Indigenous People’s rights, and environmental litigation since 2018. In 2024, she assisted Indigenous peoples, farmers, fishers, and children in filing a constitutional climate lawsuit challenging Taiwan’s national emissions reduction targets. In 2025, she helped file a lawsuit against Taiwan’s largest LNG project, which has a capacity of 8,100 MW.

Steven M. Richman holds a law degree from New York University School of Law and is a member of Clark Hill PLC, based in Princeton and New York, with a national and international litigation across broad areas of commercial and business practice, as well as arbitration and appellate practice. He is admitted to practice in New York, New Jersey, Pennsylvania and California. Book publications include the Photography Law Handbook, and has written and spoken extensively in the areas of international law, business and human rights, contracts, litigation and arbitration, and professional responsibility. He is a past chair of the American Bar Association’s International Law Section, serves in the ABA House of Delegates, and is the ABA Representative to the United Nations. He is the Chair of the International Bar Association’s Bar Issues Commission and chairs the Business and Human Rights Commission of the UIA (International Association of Lawyers). He also serves on the New York City Bar Association Business and Human Rights Committee and its international council. He has extensive cross border dispute resolution experience in both litigation and arbitration. He serves as a neutral on the American Arbitration Association consumer panel, and is on the mediation list for the United States District Court for the District of New Jersey. He is also on the Lawyers Advisory Committee for the federal court in New Jersey. He has served as an American Bar Association advisor to the Uniform Law Commission on asset freezing orders as well as on the Hague Judgments Convention, Singapore Mediation Convention, and the Choice of Courts Agreements Convention. He has spoken and written extensively on cross border ethics, arbitration, enforcement of judgments and interim relief issues. Publications in the area of business and human rights include Ethical Issues for Business Lawyers Under the United Nations Guiding Principles, 51 Int'l Law. 423 (2018) and the chapter titled Lawyers’ Ethical Obligations and Human Rights Due Diligence in the book A Guide to Human Rights Due Diligence for Lawyers (ABA 2023). He is the ABA Representative to the Uniform Law Commission Supply Chain Transparency Study Committee, and past member of ABA Center for Human Rights Advisory Council, and a special advisor to the ABA Rule of Law Initiative board. He is a recipient of the American Bar Association’s International Law Section Leonard J.
