Fernandez Marcus Obiene

Biography

Fernandez is the Special Assistant to the President of Nigeria on Justice Sector Reform and ICT/Digital and Innovative Technology operating from the Office of the Attorney General of the Federation and Minister of Justice. In this role, He drives national efforts to modernise Nigeria’s justice system, drive digital transformation, and develop regulatory approaches to emerging technologies. He also chairs the Technology & Law Committee of the Nigerian Bar Association Section on Legal Practice (NBA-SLP), where He leads various initiatives to integrate technology into law practice, including weekly trainings and the drafting of three key guidelines for Nigerian lawyers on the use of technology, artificial intelligence, and data protection. Additionally, He serves on the Nigerian Federal Justice Sector Reform Coordinating Committee and is a member of the Steering Committee on the electronic Filing and Case Management Project for the Federal Capital Territory Magistrates’ Court, Nigeria. Recently, he convened the JusticeTechNG Hackathon and Accelerator to create practical solutions for the justice sector. As part of his regional work, he collaborates with HiiL (The Hague Institute for Innovation of Law) to advance people-centred justice and develop innovative pathways for resolving everyday legal problems across Africa. He is a Member of the Chartered Institute of Arbitrators (UK) and author of “Law and Technologies: Exploring the Evolving Intersection of Law and Technology.” He writes and speak widely on the future of law, technology and governance, championing reforms that build trust and efficiency in Nigeria’s legal and regulatory systems. He holds an LLM degree in LegalTech from the Mykolas Romeris University, Lithuania.
