Fernando Arnulfo Portugal - Pescador
Biography
Since 2019, Fernando PORTUGAL - PESCADOR has been the Director of Intellectual Property and International Affairs in the Mexican Association of Innovative Pharmaceutical Industries (AMIIF). In his position, he is responsible for proposing and developing strategies with an IPR approach to improving the investment environment for health innovation in Mexico and the region. He is graduated from Universidad Autónoma del Estado de Morelos with a bachelor’s degree in law. He holds a master’s in business law from the Francisco de Vitoria University (Spain) and has had many training seminars by the WTO. From 2005 to 2018, he worked for the Ministry of Economy and the National Intellectual Property Office (Instituto Mexicano de la Propiedad Industrial), where he led the international affairs unit. In his capacity as an official in both agencies, he participated in the negotiations of the USMCA, the TPP, and the modernized FTA between Mexico and the EU, specifically in the works related to the Intellectual Property Chapter. His experience has also been in other fields of International Trade, such as Governmental Purchases, Technical Barriers to Trade, and Market Access.
