Biography

Russell was called to the Bar in London 1986 by the Inner Temple, of which he is now a Bencher. Russell moved from London to practice in Hong Kong in 1990 and was admitted to the Hong Kong Bar in 1991. He took 'Silk' and was appointed Senior Counsel in 2006. He then became Chairman of the Bar in Hong Kong in 2009 and 2010. As well as being an advocate, Russell regularly sat as Arbitrator and Deputy High Court Judge. Russell was the Chairman of the International Advocacy Training Council for three years to April 2019 and was appointed to the High Court in April 2019 and has dealt mainly with commercial cases along with some judicial review. Russell has just been appointed from June 2021 as the Judge in charge of the Constitutional and Administrative law List of the High Court.
