Biography

Santiago is an experienced energy lawyer with over 20 years advising on regulatory and commercial matters across oil & gas, renewables, and utilities. As Legal and Regulatory Director at Compañía General de Combustibles S.A. (CGC), he leads energy transition regulatory affairs and brings a strong commercial vision to project development. He is part of CGC’s energy transition team in Latino America & Europe, working on low-carbon hydrogen and its derivatives—such as ammonia, SAF, and e-methanol—across Europe and Latin America. Santiago’s expertise positions him at the forefront of global energy innovation and policy.
