Biography

Alexandra MacLean is a special advisor to the Assistant Commissioner of the Compliance Programs Branch at the Canada Revenue Agency (CRA). In this role, she works primarily with the International and Large Business Directorate on files including CRA implementation of international tax reform, dispute resolution, tax avoidance, and audit process improvements. Born in Halifax, Nova Scotia, Alexandra spent a short period in private law practice in Halifax before relocating to Ottawa and in 1996 joining the Tax Legislation Division at the Department of Finance as a legislative drafter and policy officer. She spent three years practicing in the tax group of the law firm Stewart McKelvey in Halifax before returning to the Department of Finance in 2003. She occupied various positions within Tax Policy Branch, and from 2013 to 2016 she was the Director, Tax Legislation Division. In 2016, she moved to the CRA, where she joined the Compliance Programs Branch. After a role as Director, International Tax Division, she became Director General, International and Large Business Directorate. Alexandra began an interchange with the Department of Finance in January 2023, where she worked on various projects in the Tax Policy Branch, including on Clean Economy Investment Tax Credits and as Co-Chair of the OECD/Inclusive Framework Pillar Two Focus group on GloBE Co-ordination, Information Collection and Exchange, before re-joining Compliance Programs Branch at the CRA in 2024.
