Biography
Bayartsetseg Jigmiddash (Bayaraa) is a Manager at the Green Climate Fund (GCF) — the world’s largest multilateral climate fund, with a portfolio of over USD 16 billion supporting more than 160 projects across 120+ countries. She manages global initiatives to advance integrity, anticorruption and accountability in climate projects across the world.
With over 15 years of legal, policy, and leadership experience, she has held senior positions across government, international organizations, and civil society. From 2012 to 2016, she served as Secretary of State for the Ministry of Justice and Home Affairs of Mongolia, overseeing national legal policies and the country’s law enforcement agencies, including the police, immigration, and prison services. Earlier, she was legal advisor to the President of Mongolia, leading the judicial and legal policy reform.
A lawyer by training, Bayartsetseg has extensive international experience, having worked with the American Bar Association and the Open Society Institute on justice, governance, and rule-of-law programs.
A graduate of Harvard Law School, she has pursued advanced studies and fellowships at Yale Law School and the Jackson School of Global Affairs, Columbia Law School, and the European University Institute (EUI) in Florence, focusing on governance, international law, and public policy. She also holds a Law degree from the National University of Mongolia. In recognition of her leadership and contribution she was selected as a Young Global Leader by the World Economic Forum in 2013.
