Biography

Andrew Tannenbaum Partner and Global Co-Head of Cybersecurity at A&O Shearman Andrew is a seasoned cybersecurity and technology lawyer with over two decades of experience in financial services, technology, government, and national security. With his unique background combining senior in-house and government roles, Andrew brings a deep and first-hand understanding of the challenges clients face navigating cyber legal risk in highly regulated industries. He is a trusted advisor to boards, C-suite executives, general counsels, and CISOs, providing practical and proactive counsel on cyber legal risk management and incident response. Prior to joining A&O Shearman, Andrew was General Counsel for Barclays Execution Services, a global bank service company of over 60,000 colleagues. In that role, Andrew led global legal teams for the Barclays Group across all areas of technology and operations, including cyber, data privacy, AI, emerging technology, intellectual property, resilience, and crisis management. Andrew was also the first Chief Cybersecurity Counsel at IBM, where he founded one of the earliest corporate global cyber legal teams. Earlier in his career, Andrew served for 10 years in the federal government during both the Obama and Bush Administrations, including as the National Security Agency’s first Deputy General Counsel for Cyber. He was also a Senior Counselor in the White House Office of Management and Budget, and a national security lawyer and litigator in the U.S. Department of Justice. A recognized thought leader, Andrew is on the Adjunct Faculty at Columbia Law School, where he teaches cybersecurity, privacy, and government surveillance law. He is a regular speaker, has testified before Congress on cybersecurity law, and has written for publications such as The Wall Street Journal and Harvard Business Review.
