Biography

Dirk Pulkowski is an experienced international lawyer and dispute resolution specialist. Dr. Pulkowski co-leads the Office of Legal Affairs at NATO’s Headquarters in Brussels as Deputy Legal Adviser and Deputy Director. His multinational team provides legal counsel to the Secretary General and member States across the NATO committee structure and defends NATO’s legal interests before courts and tribunals. The Office works closely with legal advisers across the NATO enterprise and within national capitals. Prior to joining NATO, Dr. Pulkowski was a Senior Legal Counsel at the Permanent Court of Arbitration (PCA) in The Hague, acting as registrar in arbitrations between States under public international law and institutional secretary in numerous investor-State arbitrations and commercial cases. He also represented the PCA in intergovernmental fora, including the United Nations General Assembly, the United Nations Commission on International Trade Law (UNCITRAL), the Organisation for Economic Co-operation and Development (OECD), the conference of the States parties to the United Nations Convention on the Law of the Sea (UNCLOS), and the Energy Charter. Dr. Pulkowski previously practiced as a lawyer in the international trade and arbitration group of a global law firm. He has taught international investment law and dispute settlement in the LL.M. programme of the Université libre de Bruxelles (ULB).
