Rosario Celedon
Biography
Rosario Celedón is a lawyer from the University of Chile and holds an LL.M. from the University of California, Berkeley. She has extensive leadership experience across public and private institutions and has advised on the design and implementation of public policy in financial regulation and supervision, digital finance, and financial inclusion. She currently serves as Vice President of the Autonomous Pension Protection Fund of Chile, and consultant on financial regulation on local matters and external consultant for IADB. Her previous roles include Director of Financial Policy at the Central Bank of Chile (2022–2025), Commissioner of the Financial Market Commission (2017–2020), Head of Capital Markets at the Ministry of Finance, and Executive Director of the Financial Stability Council (2012–2014). Throughout these roles, she has led and contributed to the design and implementation of payments policy strategy and regulatory frameworks regarding banking, insurance, investments funds and Fintech and Open Finance. She has served as an independent director for financial institutions and fintechs, practiced law in Chile (Carey y Cía.) and as a foreign associate in the United States (Shearman & Sterling), and remains active in academia. Most recently, she has collaborated on research projects focused on open data and access to infrastructures as drivers of financial innovation, competition, and inclusion in Latin America (UC Berkeley Lab for Inclusive FinTech—LIFT—and Universidad Adolfo Ibáñez).
