Biography

Lucius T. Outlaw III is a full professor at Howard University School of Law (HUSL) in Washington, D.C., where he teaches criminal law and related courses. He also serves as the Supervising Attorney for the Criminal Justice Clinic (CJC), in which third-year students represent indigent clients charged with misdemeanor offenses in the D.C. Superior Court. In addition to his academic role, Professor Outlaw operates a solo criminal defense practice. Before joining HUSL and launching his firm, Professor Outlaw spent eight years as an assistant federal public defender with the Federal Public Defender’s Office for the District of Maryland. There, he represented clients charged with fraud, political corruption, violence, firearms, drug, and other offenses, and served as one of two Senior Litigation Counsels in his final two years. In 2013, he was selected for a one-year detail as legal counsel to Senator Richard J. Durbin (D-Ill.) and the U.S. Senate Judiciary Committee’s Subcommittee on the Constitution, Civil Rights, and Human Rights. Professor Outlaw began his legal career at Williams & Connolly LLP in Washington, D.C., and later joined Mayer Brown LLP’s Washington office where he was promoted to partner. Professor Outlaw holds a B.A. from Wesleyan University, an M.A. from The George Washington University School of Political Management, and a J.D. from the University of Pennsylvania Law School.
