Biography

Gary is a litigator based in Washington, D.C. who specializes in international arbitration, judgment enforcement, and sovereign-related disputes. He serves as outside counsel to Mexico in multiple ongoing investor-state arbitrations. He advises states, state-owned entities and foreign clients on sovereign immunity and U.S. procedure. He is licensed to practice law in Washington D.C., the Commonwealth of Virginia, and the U.S. federal courts.
