Kevin Munungu

Biography

Kevin is an attorney at Bird & Bird's Brussels office and an Assistant Professor at Université libre de Bruxelles. He advises both Belgian and international clients on regulatory matters and public procurements across several sectors, advising clients at the intersection of government and business. Kevin's practice spans various industries, with a particular focus on energy regulation, as well as life sciences and defence, on both contentious and non-contentious matters. His practice centres on assisting clients with regulatory challenges in the energy sector and beyond, including public procurement matters and related litigation. Working alongside Bird & Bird's international offices, Kevin helps clients navigate complex cross-border issues involving authorizations, compliance strategies, and regulatory enforcement proceedings — with particular depth in the energy regulatory environment. Kevin also advises on emerging sustainability obligations in the energy space, including compliance with the Greenhouse Gas Protocol and evolving environmental regulations, reflecting his broader expertise in the regulatory frameworks shaping the energy transition. Before joining Bird & Bird, Kevin worked at a prominent Belgian law firm, where he gained substantial experience in energy law, alongside public procurement, public finance, and aviation law. This grounding gave him a broad understanding of the regulatory environment affecting both public and private sector organizations. Beyond his practice, Kevin serves as an Assistant Professor in Public Economic Law at the Université libre de Bruxelles. He is a regular speaker at industry events and conferences, and actively contributes to legal scholarship through publications on administrative law, public procurement, and regulatory matters.
