Experience
He is currently the Director General of the Spanish Institute of Banking and Finance at CUNEF University and Director of the Analysis and Studies Center at the Spanish Institute of Analysts.
Francisco has been a Professor of Banking Law since 2011.
He is also a member of the Board of EFFAS (European Federation of Financial Analysts Societies) and a Trustee of the Juan March Foundation.
Throughout his career at KPMG, he served as Global Head of Banking and Capital Markets, Head Partner of the Financial Services Sector at KPMG Spain, and Managing Partner of KPMG Abogados. At KPMG, he led the team providing financial and regulatory advisory services in matters related to financial institutions in general, as well as capital markets advisory.
Francisco is a former State Attorney (on leave of absence), having held positions at the Secretariat of State for the Economy, the Spanish Tax Agency, and the Office of the Attorney General of the State, among others.
He has also held positions such as Technical Secretary General at the Ministry of Public Works (1999–2000), Technical Secretary General at the Ministry of Finance (2000–2002), Undersecretary of Finance (2002–2004), and Deputy Secretary General and Head of Legal at the Spanish Banking Association (AEB) (2004–2010).
He has served as Chairman of the Legal Committee of the AEB, Chairman of the Tax Committee of the AEB, a member of the Legal Committee of the European Banking Federation, and a member of the Tax Committee of the European Banking Federation (2005–2010).
He has also been a board member of, among others, the Spanish State Industrial Holding Company (SEPI), AENA, and the now-defunct GIF.
He participated in the OECD Task Force on Corporate Governance (1999), the European Commission’s Fiscal Compliance Expert Group (FISCO), and the European Commission expert group known as the “CESAME 2 Sub-Group on Fiscal Issues.”
Francisco has contributed to numerous publications on the financial sector, including as coordinator of the book Legal Framework of Securities Markets and Collective Investment Institutions (2007), co-author of Anatomy of a Crisis (2013), co-director of Payment Services: Adaptation to the PSD II Directive (2018), and author of The New Banking Regulation and Supervision (2018), based on his doctoral thesis. He is also the author of Recent Banking Regulation and Crises: Reflections and Future Challenges, published by Aranzadi in 2023.
In addition, he has developed a growing body of literary work, including a play, two novels, a biography of Julius Caesar, two essays, and several short stories, most of them published by Almuzara.
