Biography
Partner at the international law firm De Gaulle Fleurance & Associés (Paris). Co-Chair, IBA Annual World Life Sciences Conference. Member of the Advisory Board of the IBA Healthcare and Life Sciences Law Committee (former Co-Chair) and member of the IBA Technology Law and Space Law Committees. Cécile is ranked Band 1 in Chambers & Partners France 2026 for Pharmaceuticals/Life Sciences: Regulatory, listed as Leading Partner in Legal 500 EMEA 2026 for Healthcare & Life Sciences and Data Privacy, Internet & IT, and recognized in Best Lawyers 2026 for Biotechnology and Life Sciences, Information Technology Law, and Outsourcing. With over 20 years of experience, Cécile is a recognized expert in health and life sciences regulation, commercial and contract law, data privacy, cybersecurity, and digital law. She provides strategic counsel to international corporations and SMEs on regulatory compliance, data protection, AI, digital twins, database and data space projects, and related intellectual property — particularly in the healthcare and life sciences sectors, as well as in agri-food, mobility, and New Space industries. She has developed significant expertise in complex contractual transactions, including R&D consortia, technology transfers, licensing, and industrial agreements essential for companies navigating technological transformations. She assists companies in developing innovation strategies across pharmaceuticals, medical devices, cosmetics, wellness, and telehealth, covering the full product and service lifecycle from clinical trials and R&D to market access, post-market vigilance, and end of life. Cécile supports projects where health and space converge: development of new molecules in space, in-orbit manufacturing and pharmacovigilance, adaptation of GMPs, GCPs and GLPs, telemedicine and satellite connectivity, governance of sensitive space data for health purposes, AI and digital twins for space operations, and digital medical devices in space infrastructure. She is a certified advisor under the Europrivacy GDPR certification programme and represents De Gaulle Fleurance within the Cyber & Security Hub of the Systematic Paris Region cluster. She has been selected as an expert by the European Commission for the TEHDaS (Towards the European Health Data Space) programme and contributes to the ESA programme on the future European Space Data Space. Her recent publications address digital accessibility in France following the European Accessibility Act, cybersecurity challenges for stakeholders of the EU space economy, the regulatory landscape for digital therapeutics in the EU, and the role of AI in pharmaceutical development and manufacturing.
