David Kaye

Biography

David Kaye is a law professor at the University of California, Irvine, and the Independent Expert of the United States to the European Commission on Democracy Through Law (“Venice Commission”). From 2014 to 2020 he served as the United Nations Special Rapporteur on the right to freedom of opinion and expression. A Trustee of ARTICLE 19 and a member of the High-Level Panel of Legal Experts on Media Freedom, David also holds affiliations with Oxford University’s Bonavero Institute for Human Rights, Lund University’s Raoul Wallenberg Institute for Human Rights and Humanitarian Law, and the Institute for Information Law (IVIR) at the University of Amsterdam. He publishes widely and is the author of Speech Police: The Global Struggle to Govern the Internet (2019).
