Biography

Kostas has served as Chairman of the Hellenic Capital Markets Commission for 4 years (2011-2015) and in parallel as a Member of the Board of Supervisors of the European Securities and Markets Authority (ESMA), a Member of the ESMA Management Board, Chairman of the ESMA Market Integrity Standing Committee, responsible for the capital markets legislative package during the Greek Presidency of the European Union (first semester 2014), Chairman of the working group on the benchmark Regulation, and as one of the two European Regional Committee (ERC) representatives to the IOSCO Board. He has previously been a member of the European Parliament (2006- 2009), where he sat on the Budget Control Committee, the Constitutional Affairs Committee and the Legal Committee and has been named Rapporteur for the European Union budget. Kostas is the author of seven books on legal and institutional issues (the three latest: “A guide to the Lisbon Treaty”, “The institutional aspects of the Greek crisis”, “The case law of the Capital Markets”). He has taught European Law and Financial Markets Law at the Panteion University and ALBA in Athens. He is a regular columnist in the newspapers TA NEA and Fileftheros. He speaks Greek, English, French, Italian, Spanish and some German.
