Dmytro Kotliar
Biography
Dmytro Kotlyar has advised the OECD, World Bank, UNDP, EU, Council of Europe and others on the anti-corruption and the rule of law issues. He has led the anti-corruption monitoring of countries under the OECD Anti-Corruption Network for Eastern Europe and Central Asia. Mr Kotlyar has also advised the World Bank/StAR on the asset disclosure system reforms globally. Mr Kotlyar holds a Master of Law degree from the National University of Kyiv-Mohyla Academy. He worked in the Council of Europe's Parliamentary Assembly and OECD, was Deputy Minister of Justice of Ukraine. Mr Kotlyar played an important role in drafting new anti-corruption laws and in setting up an e-declarations system in Ukraine after the Euromaidan.
