Dear Mr. Tileuberdi,

The International Bar Association’s Human Rights Institute, the International Commission of Jurists and the Centre for Civil and Political Rights present their complements to the Ministry of Foreign Affairs of the Republic of Kazakhstan and have the honour to present hereby the Joint Opinion of the three aforementioned international non-governmental human rights organisations On Compliance of the Draft Law on the Procedure for Organising and Holding Peaceful Assemblies with the Republic of Kazakhstan’s Human Rights Obligations.

The Joint Opinion was drafted by Sarah H. Cleveland, Louis Henkin Professor of Human and Constitutional Rights at Columbia University School of Law, former Vice Chair and Member of the UN Human Rights Committee (2015-18), former Member of the European Commission for Democracy through Law of the Council of Europe (Venice Commission) (2013-19), Commissioner of the International Commission of Jurists and Council Member of the International Bar Association Human Rights Institute.

We kindly request the Ministry of Foreign Affairs to present the Joint Opinion to the attention of Kassym-Jomart Tokayev, President of the Republic of Kazakhstan, Maulen Ashimbayev, Speaker of the Senate of the Parliament of the Republic of Kazakhstan, and Elvira Azimova, Commissioner for Human Rights in the Republic of Kazakhstan.

The International Bar Association’s Human Rights Institute, the International Commission of Jurists and the Centre for Civil and Political Rights avail themselves of this opportunity to renew to the Ministry of Foreign Affairs the assurances of their highest consideration.
