Winfred Naigaga

Biography

Naigaga Winfred Kyobiika is a magistrate with more than 10 years of experience judging in domestic courts in Uganda. She also has extensive experience training judicial actors, law enforcement, and other government officials to strengthen their capacity to uphold rule of law, human rights, and international treaty commitments. She currently works as a law-reporting officer in charge of documentation and research at the Judicial Training Institute in Uganda. Her expertise lies in the design and delivery of capacity-building programs for national actors to build successful cases in a wide range of areas such as sexual violence, trafficking in persons, wildlife crime, and gender equality among others. She has worked with Lutheran World Federation to build expert documentation and holistic community responses to sexual violence including initiatives to tackle stigma in Refugee Camps in Northern Uganda. She has offered technical support to the National Association of Women Judges-Uganda in the development of a Training and Resource Manual on gender-responsive adjudication. The resource’s content includes but is not limited to examining strategies to adjudicate sexual violence with gender lenses. She has been part of the project of developing the labour trafficking training manual and compendium and training sessions on the same subject under the women judges’ efforts to improve the justice sector in combating the labour trafficking project with support from the International Association of Women Judges. She is a Hubert Humphrey Fellowship Alumni. During her fellowship year, analyzed and summarized legal documents and developed training materials for the Gender and International Criminal Law Project at the War Crimes Research Office at American University Washington College of Law. This project looked at strengthening the government’s ability to hold perpetrators accountable for Conflict-Related Sexual and Gender-Based Violence in the CAR. She facilitates training, publishes, and consults on a wide range of legal issues.
