Shannon Raj Singh

Biography

Shannon Raj Singh is a U.S.-licensed attorney specialized in international criminal law, atrocity prevention and the intersection of tech & human rights. She is Co-Chair of the International Bar Association's War Crimes Committee, and the Principal and Founder of Athena Tech & Atrocities Advisory. Until 2022, she was Human Rights Counsel at Twitter, where she advised on both negative and positive human rights impacts associated with the platform and its obligations under the UN Guiding Principles on Business and Human Rights. Previously, Shannon was practicing in The Hague, where was an associate legal officer at the Special Tribunal for Lebanon, advising the Appeals Chamber and the Office of the President on procedural and substantive issues of law arising in the world’s first terrorism case before an international criminal tribunal. She was also a Visiting Fellow of Practice at Oxford, where she researched mass atrocity prevention with the Blavatnik School of Government's Program on International Peace & Security. She has previous experience working with the International Criminal Tribunal for Rwanda, South Africa's Institute for Justice & Reconciliation, and clerking for a federal judge in the U.S. District Court for the Central District of California.
