Biography

Federica D’Alessandra is Nonresident Fellow at the Carnegie Endowment for International Peace. Prior to joining Carnegie, she was Deputy Director of the University of Oxford's Institute for Ethics, Law, and Armed Conflict (ELAC) and Director of the Oxford Programme on International Peace and Security (IPS). Prior to joining Oxford, she held appointments at the Harvard Law School and Harvard Kennedy School, including a Fellowship at the Carr Center for Human Rights Policy. She teaches and writes on various matters of international law and policy, specializing in international human rights, humanitarian and criminal law, the law of armed conflict, the law on state responsibility, foreign relations law, and the law of international organizations. She often counsels governments and international organizations on matters relating to her expertise. Federica is Co-Chair of the IBA Rule of Law Forum, immediate past Co-Chair (and Advisory Board member) of the Forum on Government and Public Lawyers, member of the Advisory Council of the IBA Human Rights Institute, and member of the Advisory Boards of the War Crimes and Human Rights Law Committees (which she also previously Ch-Chaired). She has been a three-term member on the Council and Advisory Board of the Section of Public and Professional Interest.
