Peter Muliisa
Biography
Mr. Peter Muliisa currently works with the Uganda National Oil Company Ltd (UNOC), a limited liability company wholly owned by the Government of Uganda, whose mandate is to manage commercial interests of the State in Uganda’s nascent petroleum sector. He was among the first three employees of the Company and as such has participated in structuring the company and putting in place all its governance structure. He is particularly responsible for leading the corporate governance function of the Company and was privileged to start from a very clean slate in not only corporate governance structures of the company and its subsidiaries but company culture as well. 10 Years on, UNOC has all its governance structures in place, has zero non-compliance citations, has established growing business endeavours, has had unqualified audits Year after Year and He believes it will continue to do well in governance going forward. As General counsel, He has also been involved in negotiations of all key agreements that have brought the oil and gas industry in Uganda to the point it is at today. He was the lead negotiator for about four of these key agreements that delivered Final Investment Decision for Tilenga, Kingfisher and EACOP. He has also managed all legal risks of the company and ensured that compliance is achieved and a key point focus in all our processes. Before UNOC, He was part of the lead team that handled the Heritage and Tullow arbitrations and related tax cases that enabled Uganda to collect close to USD 700M in revenue from oil and gas industry. He handled numerous tax cases in all Courts in Uganda and boasts a high rate of success over his 11 Years of tax practice. He is a qualified lawyer in Uganda, a member of the Uganda Law Society as well as the East African Law Society. He holds a Bachelor of Laws degree from Makerere University, a Post-Graduate diploma in legal practice from Law Development Centre, Kampala and an LLM in Petroleum Taxation and Finance from the University of Dundee, UK. He has had numerous trainings in Arbitration and International tax. His interest is in Oil and Gas, Corporate governance, tax, and dispute resolution. He also holds interest in ESG and climate change conversations as key and emerging issues.
