Julie Lascar
Biography
Julie Lascar is the Director of Global Policy at Digital Asset, the creators of the Canton Network. In her role, she leads global policy and government affairs efforts across the company. She previously spent over ten years at the U.S. Department of Treasury and most recently served as the first Director of the Payments and Innovation team in Treasury's Office of Terrorist Financing and Financial Crimes. In that role she spearheaded efforts to assess and mitigate illicit finance risks in the digital asset ecosystem and advance the use of digital identity and AI for anti-money laundering (AML) compliance. She was instrumental in driving Treasury's contribution to the 2025 President's Working Group Report on Digital Assets and implementation of the GENIUS Act. She was part of the U.S delegation to the Financial Action Task Force (FATF), the global standard setting body for anti-money laundering and countering the financing of terrorism (AML/CFT) and served as the the co-chair of the FATF's Virtual Asset Contact Group, leading multilateral efforts to drive implementation of AML regulations for digital assets. Throughout her time at Treasury she served in various intelligence and policy roles and led efforts to implement a financial pressure campaign against North Korea, degrade ISIS financing networks, advanced assessed jurisdictions' implementation of the global AML/CFT standards.
