Biography
Head of Funds Service Providers Supervision at the Central Bank of Ireland. Since the start of 2025, Sean is responsible for developing and implementing the Bank's supervisory strategy for the Irish funds sector. Ireland is a significant global funds domicile, with over 200 regulated firms which manage and service funds and investors globally. Several of these firms manage the fund operations of US based financial conglomerates or large US banking groups. Sean is with the Central Bank of Ireland since 2010, primarily supervising the the Irish operations of both domestic and international banks operating in Ireland. Sean contributed to the establishment in 2013 of the European Central Bank's 'Single Supervisory Mechanism' ('SSM') and in setting up the underlying 'Joint Supervision Teams', working closely with colleagues based in ECB headquarters in Frankfurt. This experience has informed his development of integrated, assertive and risk based models of supervision across different financial system sectors. Sean has strong relationships with European Supervisory Authority colleagues in the ECB / SSM and the European Securities and Markets Authority 'ESMA', through his work to support the development of European financial regulation and policy. Much of this work is focused on supporting the funds sector keeping pace with the ever-evolving landscape, the increasingly complex product offerings, not to mention the digital transformation underway across the asset management sector.
