What is the role of Bar Associations in promoting trade in legal services?

Description

With economic uncertainty, the rise of robots and cuts in publicly funded legal services threatening growth in the legal market at home, should bar associations be taking matters into their own hands by developing new opportunities for their members abroad? If so, what can be done unilaterally (eg, through trade promotion), and collectively (eg, through mutual recognition), to create new work for their lawyers from foreign sources? How can Bars work together to do this and what frameworks exist to allow them to do so without breaching World Trade Organization rules?
