Biography

Federica D’Alessandra is Nonresident Scholar in the Global Order and Institutions Program at the Carnegie Endowment for International Peace, which she joined in 2024 as the inaugural British Academy Global Innovation Fellow with status equivalent to Senior Fellow. From 2018 to 2025, she served on the faculty of the University of Oxford’s Blavatnik School of Government, where she founded and directed the Oxford Programme on International Peace and Security, and served as Deputy Director of the Institute for Ethics, Law and Armed Conflict. She joined Oxford from Harvard University, where she held appointments at the Harvard Kennedy School and Harvard Law School. Her work spans public international law, and laws of armed conflict; US foreign, security and defense policy; transatlantic relations and multilateral affairs. At Carnegie, she co-leads a nonpartisan working group developing proposals for the future of U.S. foreign policy. Her previous contributions have supported inter alia the aggression and starvation amendments to the Rome Statute; the UN Draft Articles on Crimes against Humanity; the International Criminal Court Guidelines for Civil Society Documentation; the Berkley Protocol on Open-Source Investigations; the UN Guidelines to facilitate the collection of information and evidence by military and other relevant criminal justice actors within a rule-of-law framework; and Options for the Establishment of a Standing UN Investigative Mechanism, among others. D’Alessandra is a member of the council of advisers to the Simon Skjodt Center’s Ferencz International Justice Initiative at the US Holocaust Memorial Museum, and currently serves as Co-Chair of the International Bar Association (IBA) Rule of Law Forum and Council Member for the IBA Human Rights Institute. She previously served on the Council of the IBA Section on Public and Professional Interest (SPPI) and has chaired the the IBA's War Crimes, Human Rights Law, and Government and Public Lawyers committees. She is the 2017 winner of the William Reece Jr Award by LexisNexis and the IBA. She holds degrees in law and international relations and graduated summa cum laude from the Universities of Milan, Utrecht, and Amsterdam.
