Andriy Kostin

Biography

Andriy Kostin is the Ambassador Extraordinary and Plenipotentiary of Ukraine to the Kingdom of the Netherlands and the Permanent Representative of Ukraine to the Organisation for the Prohibition of Chemical Weapons. He was born on 17 April 1973 in Odesa, Ukraine. In 1995, he graduated from Odesa I.I. Mechnikov National University with a degree in law. Before entering public service, he worked for many years as a lawyer and attorney in several law firms and legal associations. From 2016 to 2019, he served as Deputy Head of the Bar Council of the Odesa Region. In 2019, Mr Kostin was elected as a Member of Parliament of Ukraine to the Verkhovna Rada of the 9th convocation. He served as Deputy Chair of the Verkhovna Rada Committee on Legal Policy and Chair of its Subcommittee on the Execution of Judgments of the European Court of Human Rights and Alternative Dispute Resolution. From 2020 to 2022, he chaired the Verkhovna Rada Committee on Legal Policy. From 2022 to 2024, Mr Kostin served as Prosecutor General of Ukraine. In this capacity, he focused, among other priorities, on accountability for international crimes committed in the context of Russia’s aggression against Ukraine. Mr Kostin has been a member of the International Bar Association since 2000 and has been actively involved in the Maritime and Transport Law Committee and the Bar Issues Commission. By Presidential Decrees No. 212/2025 and No. 213/2025 of 7 April 2025, he was appointed Ambassador Extraordinary and Plenipotentiary of Ukraine to the Kingdom of the Netherlands and Permanent Representative of Ukraine to the Organisation for the Prohibition of Chemical Weapons. He speaks Ukrainian and English.
